Moses the Prophet who was the mediator of the Old Convenant [The Mosaic Law] was given clear cut instructions by God to build according to a pattern which He would show him, which was reflective of the realities which abound in heaven.
Hebrews 8:5 [AMP]:
They serve as a pattern and foreshadowing of [what has its true existence and reality in] the heavenly things (sanctuary). For when Moses was about to erect the tabernacle, he was warned by God, saying, “SEE THAT YOU MAKE it all [exactly] ACCORDING TO THE PATTERN WHICH WAS SHOWN TO YOU ON THE MOUNTAIN.”
This conotes the desire of God to replicate the heavenly experience on earth by given unto men a sanctuary made with human hands as a foreshadow of the real sanctuary in heaven which were not made with the hands of men.
Hebrews 9:1 [AMP]:
Now even the first covenant had regulations for divine worship and for the earthly sanctuary.
The Mosaic law which includes it's regulations and divine worship could not come into effect without the sprinkling of the blood of calves and goats on the book of the convenant, the people, as well as the tabernacle and vessels of ministry.
Exodus 24:7 [AMP]:
Then he took the Book of the Covenant and read it aloud to the people; and they said, “Everything that the LORD has said we will do, and we will be obedient.”
Exodus 24:8 [AMP]:
So Moses took the blood [which had been placed in the large basins] and sprinkled it on the people, and said, “Behold the blood of the covenant, which the LORD has made with you in accordance with all these words.”

The blood of calves and goats were necessary before the law could take effect because a will or testament can only only come into operation when the death of the person who made it is established, otherwise it will be of no effect.
Hebrews 9:16 [AMP]:
For where there is a will and testament involved, the death of the one who made it must be established,
Hebrews 9:17 [AMP]:
for a will and testament takes effect [only] at death, since it is never in force as long as the one who made it is alive.
Furthermore, the blood of calves and goats at the inception of the law foreshadows the death of the mediator of the New Convenant, Who is Jesus Christ.
Moreover, taking the law in comparison with the New Convenant in Jesus Christ, affirms that the law was truely a copy or shadow of the New Convenant. The mediator of the New Convenant, Who is Jesus Christ, unveiled the heavenly realities of the true and perfect tarbenacle which is not made with the hands of men, neither was any part of it made with the materials of men.
Hebrews 9:11 [AMP]:
But when Christ appeared as a High Priest of the good things to come [that is, true spiritual worship], He entered through the greater and more perfect tabernacle, not made with hands, that is to say, not a part of this [material] creation.
The New Convenant could not come into effect without blood, just like the law, but in this case it was no longer the blood of calves and goats, but the blood of Jesus Christ which was offered as a one time sacrifice.
Hebrews 9:12 [AMP]:
He went once for all into the Holy Place [the Holy of Holies of heaven, into the presence of God], and not through the blood of goats and calves, but through His own blood, having obtained and secured eternal redemption [that is, the salvation of all who personally believe in Him as Savior].
However, the death of Jesus Christ was absolutely necessary because through His death the New Convenant came into operation offering a better promise and redeeming all who are called by God from their sins which were performed in the Old Convenant that is now obsolete.
Hebrews 9:15 [AMP]:
For this reason He is the Mediator and Negotiator of a new covenant [that is, an entirely new agreement uniting God and man], so that those who have been called [by God] may receive [the fulfillment of] the promised eternal inheritance, since a death has taken place [as the payment] which redeems them from the sins committed under the obsolete first covenant.
